I was intrigued to hear how U.S. Representative Rick Boucher would explain his position on Network Neutrality and was impressed by his ability to put a difficult subject into understandable language. I think his thinking is dead on. The talk starts off fairly slowly as he explains the process of debate in the House telecommunications subcommittee, but picks up steam as he gets into the agreements and disagreements he has with the bill (HR 5252) was infront of them in April 2006. It appears this bill did pass and without some needed net neutrality amendments.
